Common reason for not addressing security needs

Probably the most common excuse organizations offer for not addressing their security needs is a lack of financial resources to fund such efforts.  Granted, upgrading security at your site can have a substantial impact on your budget.  However, that financial impact is a lot less than the negative impact a serious security incident may have on your organization. 

What if someone else funded your security enhancement efforts?

Yes, you read that correctly.  If you meet the criteria of the FY2024 Nonprofit Security Grant Program (NSGP), the U.S. Department of Homeland Security may provide the funding for you.  The criteria include:

  1. Nonprofit status:  Must be recognized as tax-exempt under section 501c (3) of the Internal Revenue Code. 

  2. High-risk areas:  Eligible nonprofits must be located in areas considered at high risk of terrorist attacks, as determined by DHS based on threat assessments.

  3. Risk assessment:  Organizations must demonstrate their vulnerability to terrorist attacks or other extremist threats. This can include factors such as location, previous incidents, and the nature of their work.

  4. Integration with local efforts: Organizations must integrate their preparedness activities with broader state and local efforts, to ensure a coordinated approach to security. 

What do the grants provide funding for?

The grants are intended for target hardening and physical security enhancements.  Eligible expenses may include security cameras, access control systems, fencing, lighting, alarm systems, hardening of doors/windows, security training & drills, emergency communications systems, cybersecurity measures, and safe rooms/shelter areas.    

How do we get started? 

There is one POC (point of contact) for initiating an application for this funding.  That contact is your State Administrative Agency (SAA) or tribal office. This contact varies in each state.  I am providing only Delaware and Pennsylvania SAA information in this article.
